Housing Authority’s Section 8 Program Receives a Perfect Score from the Federal Government

The Housing Authority of the City of Los Angeles (HACLA) today announced it has received a perfect score of 100% from the U.S. Department of Housing and Urban Development (HUD) for its management and administration of the Housing Choice Voucher program also known as Section 8. 

The grading system, Section Eight Management Assessment Program (SEMAP), is a report card for public housing agencies (PHAs) who administer the Housing Choice Voucher Program (Section 8).  The review assesses PHA’s quality control system with respect to compliance with program requirements and program management. 

The SEMAP measures PHAs performance in 14 key areas to assess whether PHAs help eligible families to afford decent rental units at a reasonable subsidy cost as intended by Federal housing legislation.  This is the third time that HACLA has received a perfect score. A score above 90% designates the status of a High Performer. HACLA’s Section 8 program has been functioning as a High performing program for 10 years.

“This program provides rental subsidy for over 50,000 households and it serves as a critical safety net for those on a fixed income,” said HACLA President and CEO Douglas Guthrie. “Los Angeles is one of the least affordable cities in the United States and Section 8 plays a vital role in addressing this critical need of our most vulnerable citizens. We are pleased that the agency continues to be recognized as one of the nation’s best run Section 8 programs.”
